The last date of submission extended to 15th Oct
Based on 2010 DDA scheme, the probability of getting in the lottery should be 1/50 to 1/70. Let me take 1/70. It means you'll need to apply 70 applications to get one flat. It means that if you and your spouse apply then you improve your chances of getting the flat to 1/35.
The flats though of poor quality should be at least 50% cheaper than the market rate plus no hassle of suspicious property.
DDA has promised to conduct lottery within 90 days. So if you get back your Rs. 1 lac after 3 month then you lose only Rs. 1500 of interest( assume 6% per annum interest in SB account).
Secondly even after applying and before draw or after draw you can withdraw your money with minimum penalty of Rs. 5000.
Thirdly most flats are either for poor or Economically Weaker class or are in unaccessible location. There is also news that some flats are not even in livable condition. Compare with the market rates the price is maximum of 50-55% discount. Remember the quality of construction is very poor since 20-40% bribe margin is there during construction of flats.
Lesson: Unless you see the flat location and condition, don't apply for it.
Lending from Banks
PSU banks(SBI etc) charge less than private banks in case they apply on your behalf and paying all the application fees now. They will charge in the range of Rs. 3500 - 4000. If you take loan @14% then for 90 days it'd cost only Rs. 3500 for 90 days.
Apply in the name of lady
Stamp duty charges for female is 4% as against 6% for males. You save 2% plus loan interest on this 2% straight way.
Locality Selection
Most of flats are in industrial area and lower rental value. Go for the ones in residential zones.
Secondly there is less chance for HIG flats as they are less and moreover they should go to VIPs as these housing authorities are just next to police in corruption.
Trusting the lottery
I won't trust the lottery and I guess around 500 or so flats should go to VIP by maneuvering the lottery results. How come? DDA will call the judges and respectable people but all calculation is done by computer program which is beyond the understanding of the respectable people.
I'd trust only if they provide the source code of the program before lottery and call a few programmers as well during lottery.
So the lesson is that don't go for high category flats if they are in less numbers.
Applying from outside Delhi
You can do it easily by paying the amount online at any Bank's site and then send a filled form to Bank's Delhi address by Speedpost - which should reach the bank within 4 days.

How to Apply
Good news is that banks like SBI have provided very nice interface to pay the money which also reduces chance of making mistakes. Here are some more:
- Buy a Brochure at Rs.150 from the selected branches of any of the 13 banks empaneled by DDA. The brochure has been removed from the DDA website after it crashed on the very first day.
- The application form is a single page form
- No documents need to be attached at the time of submitting the application.
- The DD or cheque amount is Rs. 1 lacs
- If you're using form printed from online then Rs. 150 registration charges needs to be mentioned as well as paid
- The registration money can also be paid using NEFT/RTGS but not through credit/debit cards. For that visit DDA site and select bank and generate e-challan
- The registration amount can also be deposited by sing DD/Cheque at any nodal bank branches of Delhi as listed in annexure B of the brochure
- There in no income criteria for applying these flats except for the EWS category.
- You must select or reject preference for flat otherwise your application will be rejected.
- A separate wait list of applicants of 5% of total flats will be prepared which will be valid for 15 months
- If you win the lottery, you can still cancel the allotment and get back the deposit amount after deduction of cancellation charges( Rs. 5000 within 90 days)

- 7.5% for ST
- 1% for war widows
- 3% for Persons with Disabilities
- 1% for ex-servicement
Who Can Apply
- Any citizen of India who is at least 18 years at the time of filling application.
- Applicant must not own any residential flat or plot in Delhi, in their own name or in the name of their spouse or children.
- One person can submit only one application.
- Both husband and wife can apply but if both are successful, only one can retain a flat.
- There is no income limits on one-bedroom apartments and any eligible candidates can apply.
